I friend of mine bought this plant from a local plant stall to her in London, he does not know what it is but felt that someone would give it a good home and my friend is that very person.
Treehugger, are you sure your mum's plant wasn't a lupin? I grew those from seeds in our family garden one year as a teenager, and my dad was quite certain it was marijuana -until it started flowering. I think lupins are even used as 'camouflage' plants when growing pot outdoors.

could be worse my mum bought a 'mystery plant' from a car boot sale a few years ago,
when I visited her in mid summer she had a lovely cannabis plant growing in her flowering tubs, it got rapidly composted obviously

one of my mums neighbours was a cop, didn't want to risk my mum being arrested

I knew it wasn't Dahlia but was struggling to id it.
Bidens Bees Alive looks to be a good match.

It is sold as a trailing/hanging basket plant which also fits with the mystery plants growth habit.
