Greenhouse glass

so we have the huge task of greenhouse glass cleaning.
Some of the panes have cloudy white spots... it seems to go when washed but as it is drying it looks colourful and then when fully dry back to white cloudy patches. Mainly in the middle.
any ideas how to get rid of them?

is the glass tempered? as it might be the tempering process (or another glass treatment) breaking down in the UV light of the sun.
