I see a little green shoot. Make sure it is watered well and feed it through the summer , once the leaf or hopefully leaves come out. Is it in a pot? it may need repotting or better still get it in the ground.

Why was it pruned so heavily? That hasn't done it any good at all so it will need care and attention to survive.

I would get some Miracle grow for acid lovers (used to be called miracid) and mix a teaspoonful to a watering can full of water once a week.  Magnolias don't really need pruning much. Leave the secateurs alone.
