Laying stone circle on grass

Want to lay a stone circle on grass to put a small metal victorian arbor and poss small statue in th centre. It will only have light footfall if that. Can i just put a bit of hardcore then weed membrane ontop and mortar the slabs.  The slabs go small in centre and a bit larger as the circle expands but there is only 3 circles.

best to remove the grass as when it rots it will make the ground unstable and the slabs will rock.

remove the grass, then add the hard core and you should be fine motaring slabs on top of that.

Yes, remove turf, if there is not going to be heavy traffic, I would lay on bed of sand.

You can lay onto sand, but the slabs will move in time and the sand may migrate from under the slabs, unless you put in an edging. So here's what I'd do - remove turf, dig to about 8 inches below surrounding levels. Lay hardcore to 6 inches on top of your membrane and ram it down and level it. Lay your slabs on about a 1 inch bed of wet concrete and (when the bed has set) mortar the joints.

Here's what I would do and have done. Dig out the depth of the slab plus a few more inches. Tamp down.  Lay  sand and level. Lay slabs on sand. Depending on how the slabs fit together you may or may not have gaps. If you have gaps, brush a mix of  sand and cement into any gaps you see. If the top of the slabs are level with the grass, you should not get any movement.
