I'd agree re the honeysuckle - they need a lot of water. Cannas aren't really winter hardy in the UK, unless you're in the south, and/or have a very sheltered micro climate. They also need a rich, moist medium to grow in, and some warmth. I wouldn't expect them to be showing that much growth at this time of year unless you're in the south, or in a warmer part of the country.
Sarcococca isn't particularly fast growing.
Oak leaf hydrangeas like more sun and less moisture than the other kinds - mine are only getting going now. Again, if you're further south, they might be further on.
It also depends what size of plants we're talking about here. Were they decent sized specimens when planted?
It's a place where beautiful isn't enough of a word....
