Can someone please tell me what this tree is...it has catkin type flowers that are all on the grass now. I need to trim it back and am wondering if I should wait until winter time or next spring when the sap is low? Thanks

This is a willow. Possibly Salix caprea.
They are the female flowers which have masses of white fluffy seeds.
All trees are better if pruned/coppiced/ cut back when they are dormant with no leaves on them.
