Aeonium zwartkop
I bought a small specimen of this plant back in April and have been watering it sparingly as and when I thought it needed it. I tested it with my finger tip and when it felt dry below the surface it gave it a little water. I have kept it on a sunny window ill with intentions of putting it outdoors for summer.
However, the leaves are drying out and falling off. It is still in the small container that it was purchased in and is not potbound.
What am I doing wrong?

Has it been sitting in the water you given it?
The leaves on mine just dry and drop off as the stem grows. When it gets too leggy I chop the top 6" of stem off and just plunge the top into the compost, which should be gritty for good drainage. That's it's normal growth. I'd be concerned if the base of the stem was soft and beginning to rot, if the stem has remained firm, continue with what you're doing. Mine also looses its dark brown colour and becomes more green ish in lower light levels over winter, and darkens again in the summer. Is probably ok.
Thanks daffygardener, no I don't leave it sitting in the water. No the stem is not soft nor rooting so I'll leave it for now and see how it fairs.
