Corkscrew hazel - diseases

I live in Surrey and have been away 3 weeks, on return my corkscrew hazel is covered with, what I believe to be, eastern filbert fungus. On any websites all I find is this is in eastern USA! Has anyone else come across this? Do I need to destroy it?

    Looks like scale insects to me.  You can wipe them off and squish em.  

    Might be tricky with the twisty stems. I think someone else on here recommended painting them with methylated spirits ????  Check first before you get the paintbrush out.

    I have a corkscrew hazel too and have found this on mine, its not insect or bug activity definately a fungus of some kind as if you scrape them they are filled with a white powder like substance. Im looking for answers too though how to manage this.
