What's happened to my lobelia plugs

Planted this up last month And I've been keeping it inside then moving it outside for the odd day. Its been watered almost every day. But the bottom plugs look so wilted - could it be too much water, or because I've been storing it on the floor and they are at ground level its stopped them growing?image

    Try standing the whole lot in a bath of water. If you get a lot of bubbles coming out, then it is dry at the bottom. You may be watering it, but the plants are not getting the water.
