This has appeared in our front border and wasn't here last year, is it a weed? Or does someone know any better?

It is an Aquilegia.
Aquilegias are lovely plants at this time of year.
If you don't want it to spread (which they do very well but not far away), cut individual flower heads off as soon as they've finished to stop seed heads being produced.
I leave them to seed until they flower. If I don't like the flower, I remove it. ( never done it yet though)

and the one next to the purple aquilegia is red valerian (centranthus ruber) but a cultivar - maybe centranthus ruber Coccineus?
