Poorly Euonymus

I gave our two Euonymus standards a major trim 4 weeks ago. They are both in pots. They don't look at all well and appear to have mildew or fungus on them.  Could this be due to over or under watering, or something else?

Mildew is usually associated with dryness at the roots.

That might be the cause. The pot has gravel on the top, for decorative effect, and it makes it hard to see if the soil is sufficiently moist. I'll remove it and start giving them a feed with liquid seaweed once a week, to give them a boost.
