Top-heavy Jasmine

I have two lovely Jasmine polyanthums which trail up a trellis. They are top-heavy with new growth so the bottom 2 foot looks quite bare. I was wondering if I can improve/encourage new growth lower down - or whether this is just how it is? Tips gratefully received.

    That's going to look and smell awesome in a few days - so many flower buds!
    I don't know about pruning jasmine but if that's not appropriate, is there enough space to plant something in front of the jasmine that grows to around 2ft?

    It's already smelling amazing! I love it and bought from RHS Cardiff 3 years ago. 

    I had Daffodils under it but they go over before it flowers and a few Aqilegia have popped up but not quite enough to cover. I will have a think... thanks Pete.
