Plant ID please

over at a friend's house and I'm being asked what this is.  Being a total beginner I obviously can't help ????.  I'm sure it's an easy one - apparently never flowers.

    Or apparently it may have white flowers ?.

    Looks like Japanese anemone to me. Is it sort of taking over the area?

    It does seem to be filling two borders (foreground and background in top right of this picture):

    but when I showed my friends pictures of Jap anemone they said it isn't that...

    Looks like Jap Anemone to me too - even last year's dead flower stalks look the same as mine
