Does anyone know what this plant/bush is called, please?
It looks like Symphoricarpus but I would need a second opinion. It could also be a Viburnum.

I think it's a Spirea, but don't know which one.
I think Asarum is right, spiraea, but I don't know which one either.
Spirea arguta or Spirea cantoniensis,

Spiraea cantoniensis (Reeves' meadowsweet).
It certainly looks pretty close to it. Lovely plant.

None of the spireas are scented, as far as I know, and yes, shrub

I have to be honest, I'm not sure if it smells. Its a large bush outside a Travis Perkins that I pass on my way to work. I think I'd get a few funny looks if stopped for a sniff.
