Problem with my apple trees

For the last 2 years our apple tree has developed a white mildew on the tips of the branches, which has caused the blossom not to develop, and no apples.
The tree is a dual apple tree and the lower half of the tree seems to be fairly OK with a few blossoms on the ends of the stems.
What is the best thing to do please? Can anyone help me?
