Although the buds have gone white and look ready to open on one of my apple trees it has no leaves on it, yet the other is full of them, why?

ChrissieB, again thanks for prompt reply. It has 3 types of apple on it, 1 cooking and 2 eating and last year grew ok but this year not 1 leaf let alone blossom. Like I said it looks like it's going to open it's buds but having said that it's looked like that for about 6 weeks.
