Please can anyone help me with names!

Please can anyone tell me the names of these shrubs? The one on the right is really quite straggly and not sure how to deal with it-seems it's been there a long time and lots of long roots/?suckers. Many thanks!

    Ok-so not quite how they looked when I uploaded on my phone haha! It's the bottom one which is straggly!

    Looks like a Hebe and a Spirea Japonica  :)

    Maybe a Hebe Rakaiensis for the top one

    You can hard prune the Spirea to achieve a better shape and more lush plant. You should prune in early spring, before it comes into leaf but you can trim after flowering (June ish) too. 

    My garden and I live in South Wales.
