Plant ID for a friend, please

I thought maybe a hebe, but it doesn't seem to fit her description:

"It's loads of sprigs coming out of the ground like fern fronds it covers a large area and spread out rather than in one bunch."

She hasn't got a picture showing the whole shape.

    Hi - does it flower and how tall does it get.?

    I ask this as it looks like one of the hypericums which has yellow flowers. There's one that's sold as ground cover and it  certainly does that

    I thought Hypericum too - rose of sharon is it called commonly??

    Yeah Hypercium- St John's wort, don't know what species
