Daffodils And Tulips

Some of our daffodils have only produced half an head it just looks like you have gone along and cut the flower in half,some tulips are the same,what can be causing this is it in the bulbs.We bought them at the same time planted at the same in November some we put in pots and some in the flower beds and they have turned out the same.
