It's Euphorbia lathyris - reputed to deter moles - they self seed around the place and pop up unexpectedly. They have a white sap which can cause burns if you get it on your skin so be careful. I think they're attractive but some people dislike them.

This is about 18" tall, green elongated leaves with white stripe in centre. Flowers are green with yellow at the base
