Am I too late

yesterday I had a very surprising (and painful) encounter with a climbing rose (mme alfred le carriere)very long branches have been caught up behind the wall and gone unnoticed for a few years.
Am I too late in cutting these back?

Assuming you are only cutting less than a third of the total branches off, it should be OK. I would not cut it back hard at this time. Old rose plants should only have up to a third of the stems removed at any one time. To rejuvenate an old plant, remove one third of old wood each year for three years.
Thanks fidget, a third should make it manageable.
