Spreading weed type plant help identify please

Wondering if you could help identify the shrub/weed that is growing in or garden and offer advice on how we could get rid of it.  

We have tried pulling it out but it appears to spread through the root system, and when cut it has brought out blisters on the skin.  There are no other plants nearby so we have also tried industrial strength weed killer and it hasn't touched it.

    Does it have white berries on in autumn?  If so, it could be symphoricarpos albus (snowberry) which spreads by suckering roots.  Digging it out, roots and all is probably the best option if it's that.

    The roots will have made a solid mat so give the area a really good soaking and leave overnight before digging out.   You can also try a brushwood product rather than ordinary weedkiller for any bits left behind or that re-grow.
