Hazel fencing

We would like to put up a 4 ft hazel fence around our front garden where we have a long strip of land where we are developing our vegetable garden. We are on an exposed area in the Lake District so it can get windy at times. I know that hazel fencing can act as a wind break but does it also let enough wind through so it isn't at risk of blowing over in strong winds?
