Hebe midnight sky

novice alert ????

Last year I bought two 9" hebe midnight sky from the bargain table at a local garden centre.

a year later and they have doubled in size, but have gone very leggy, straggly with long stems that have very little foliage until near the top. I. An effort to hide the bare lower limbs I've put two new full price plants in with them.

should I prune the leggy sections? Should I bury them and try to get them rooting from the mummy plant? Absolute beginner but loving my new interest,so any advice appreciated!
