Lawn Aeration and top dress - is this good enough?

Hi all,

My new build lawn was badly compacted and not looking too healthy. I had priced up hiring a hollow tine aerator (~£65 for a day) and then topdressing, but a dumpy bag of top dressing was about £80.  So I contacted a local landscaper who provided me with a quote of £155. 

The quote they sent was:

 - Aeration to 80m2 lawn including pre lawn cut to ensure the length of grass is as required.
 - Aeration up to two passes, 1st in the pattern/direction of lawn when mowed 2nd at an angle to the 1st. This will be beneficial due to the compaction of your lawn.
 - After aeration the soil plugs will be raked off.
 - After aeration sand will be raked into the holes.
 - Treat with strong soil penetrant and rich, concentrated organic matter.
Total cost: £155

So the job went ahead today.  Now I've just got home and had a look at the garden.  My feeling is that the aeration has been done, the soil plugs have been raked off etc, but I cannot much evidence of the garden being top dressed with sand.

Now I am a reasonable person so before I query this with the company, I thought I'd ask advice here.  Here are a few photos I've taken just now:

What do you think?  Is the aeration beneficial without the proper top dressing?
