Early 90's garden show

Does anyone know the name of the gardener in a late 80's early 90's garden show on satellite which I think was called the green room for awhile. He only did very tiny back garden....he looked like well I think he did David Essex. Please help anyone. It's doing my head In. I think he had a double barrel surname.
