CLEMATIS MONTANA
My clematis montana which appears to be very old - has a very thick "trunk" is extremely woody and only has a few green shoots on the top - why is it not covered in lots of green shoots? Up until the year before last it flowered prolifically

Thank you - can I remedy this by cutting it back hard and then it may flower better next year?
I have a montana type Marjorie which grows prolifically along a fence. 2 years ago I cut it all back just to the stump having taken cuttings just in case. It has now grown about 12+ feet since then!
