Little to no lower growth!

HI, I'm hoping somebody may be able to help with this one...

i have these shrubs in my garden which fail to grow from the bottom. I have 3 children who love kicking a ball in the garden but need cover for the fence. These shrubs just fail to grow. What should I do?? Is there an easy remedy?

    Cut back some of the highest stems to fence height or below.  Then give the plants a handful or three of blood, fish and bone or pelleted chicken manure and a good drink - at least 10 litres/2 gallons each.  This should stimulate growth lower down.

    You could also fork over the bare soil and add the same feed to it and then plant some sturdy perennial plants  to hide the fence.

    But while new shoots are bursting forth at a lower level, it'd be good if the football could be aimed in another direction - it would be a shame to break the new shoots off. image
