dying cherry blossom branches

Please help, i have a cherry blossom tree but on 1 side some branches are dying and snapping off. The rest is budding nicely. it also has a new shoot growing from the trunkimageimageimageimageimageimageimageimage#

    the dead bits need cutting off back to a healthy branch. Don't leave stumps, cut back the whole of a dead/dying branch to where it  joins a healthy branch. Stumps and dead bits are where infection sets in

    The support bands look too tight to me, that's just like putting a tourniquet on your leg, it cuts off circulation. A tree that size is probably holding the stake up, It shouldn't need staking at that size

    Has it always been leaning or is that new?
