Some kind of powder comes off when disturbed, any ideas?

    Horsetail, I'm sorry to say.  Pull them up and throw them in the black bin.

    A trowel in the hand is worth a thousand lost under a bush.

    Put a bag over it before you pull it. That powder is the spores (seeds) to create new plants. You don't want that
