Broom not flowering

I pruned a broom plant too late last year and this year it hasn't bloomed, will it recover?
Should I prune this year (May-June)

    I think you need a bit of patience.  They usually flower in late spring and then, if you need to, you can prune when flowering is over but not too hard.   You could try giving it a feed of rose or tomato food to encourage flowers.
