I live in Scotland and need to re seed a bald patch on the lawn. What is the best time to do this ?

I suppose it depends where you live, but, as soon as the night time temperatures aren't so low, then go for it. The fluctuating temperatures (day/night) are at their extreme through winter and early spring and when those night temperatures start levelling out, that's the signal for the seeds to germinate. Pick a spell when (if you rely on it) the forecast is for a mild spell of about a week or so, hopefully more.
