That looks like frog spawn.
Why it is on the ground and not in a pond is once of nature's conundrums.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
I brought some home from a rock on a hill (about 1200 feet up I think) last year in my flask. The little lochan fifty feet away was clearly a bit too big a 'hop'
Not sure I should have bothered though - maybe not the best gene pool ....
