Is my cactus dying? :(

It is my first cactus and I don't know what to do. My cactus has gotten yellowish at the bottom, it is not squishy, still quite hard but doesn't look right at all. It is been quite tough winter for my cacti because you don't get much sunshine in uk, could that be it? Or is it some desease or rot? I am desperate for help

Cacti need to be left completely without water from September to March (roughly). It does look a little like rot but put it back into its pot and leave it dry for a little longer. It may recover.
I can't see much root there.
