Coreopsis Zagreb, repotting required?

Hello,
I bought a beautiful Corepsis Zagreb last year, which flowered most of the late summer in a ~10inch pot.
I cut it right back at the end of the season. What ever was left above the soil appears to be dead now but there are a lot of shoots coming up, mostly towards the outside of the pot. Being a novice, I'm a bit confused as I would expect the new growth from near the centre, as when I bought it. I wonder if this suggests that I need to repot in a larger container? If so, would now be a good time to do it, before the main growing season?

I'd give it a larger pot or split it up to make 2 pots. New growth always comes at the edge, the middle is already full. The new bits are the ones to keep if you can't keep it all
