a very poorly viburnum tinus sprung to mind. But agree, a better photo might be more helpful.
Whatever it is, it's been vine weevil'd.I can see the notches in the leaves. That would indicate the grubs are in the soil eating the roots. Could it be a dead trachelospermum?
