How do plants what are re planted into a new spot take hold again do they produce new roots such as shrubs and roses.

Yes.
How long do new roots start
Depends on the species and the age. Old plants usually take longer to get going again after they've been moved. Very vigorous plants like brambles can apparently grow roots in a very few days
