Help identifying shrubs please

Any Idea what these are ... no flowers..are they weeds??

    A bit blurry but possibly Spanish bluebells - they'll probably flower a bit later ... 


    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    Flower May probably. 

    I think at that size they must have been there last year, maybe hidden behind something?
