  I'd certainly need clearer photos, could be many things.

  Can't  tell if it's dead stalks from last year or live stems of a shrub

  Dead stalks of japanese knotweed, I'd say. New shoots will be emerging out of the ground soon. No panic, just a good weedkiller, properly applied.
