White beam dead leaves on some twigs

hi, my old Whitebeam has dead leaves still on some twigs while the rest of the tree is budding. Should I cut them off ? I suspect lack of water as I solved a blocked down pipe which had been flooding near it and had probably been doing so for years. I'm thinking of re-routing water back via a hose from the water butt. Any suggestions will be fab, thank you.
