I rub them off too. I do it every evening in the summer. If you keep on top of it, there aren't that many. I find it quite relaxing in a way -
The only things I spray are the ant farms on the lower stems of my artichoke, which I only use for flowers.
I do it when there aren't any bees about and it kills the farmers too. I fondly hope that it takes time to train some more!
If something like a nasturtium leaf is badly infested, I pick it off and throw it away.
With fennel leaves, you can only shake them off as they're like nits in hair
When you have most of them off you can try a garlic solution as a preventative. Recipes on the internet. Dilute Liquid seaweed sprayed on leaves & tips also toughens up tissue and can help prevent infestation.
