Bindweed growing through fence (from site above)

Our neighbour has a site behind our garden that is raised above ours. They don't look after their garden. We have all manner of nasties coming through the fence but my main gripe is Bindweed which is growing through at the same level as the Clematis in the corner of the pic. 

Due to its elevated position it is mainly the fleshy roots that try to penetrate which obviously I pull out before they can reach my soil, I have tried coating whatever leaves that poke through with glyphosate (I know, I know) but it is not making an impact on the plant.

I have planted Clematis Montana in the corner to try and ensure some quick coverage of the fence and perhaps drown it out - I suspect I am just going to have to put up with it and remove what I can from my side but any novel ideas/barriers?

(PS haven’t tried talking to neighbour – it's a total jungle and clearly they don’t care).

    All you can really do is to keep spraying or painting on the glyphosate si it can take the poison back to the roots and weaken it but without action on the other side, there's not a lot you can do to stop it.

    It may be worth asking around to see if anyone knows if the owners are just uncaring or maybe too infirm/busy/ignorant to do anything.  Then you can judge whether or not it's worth asking permission to go and treat it on their side.  I suspect their neighbours to either side might be happy to help as they've probably got the same problem.
