Pruning Roses

I have 30 Pink Peace Tea Roses which are around 4 years old.  They have performed well but in Spring 2016 I pruned them back to around 12" which I think was too high.

In early March this year (2017) they started to shoot early because of the mild winter here in Scotland and I cut them back quite drastically to around 6".

Some have buds which have started to sprout but others with older wood look as though they have no buds on the stalks and nothing is happening.

Will they develop buds and grow or will I have to replace them.

    I think your roses will be fine ... but you'll have to be patient ... have you fed and mulched them? 

    They need nutrition if they're having to grow new shoots twice in one season image

    Thanks for responses and reassurance.

    I will give them some TLC with rose food and mulch with compost.
