Help needed
Help required please.
I have an ugly oil tank to hide. I have trellising all around it about 7ft high.
Nothing I grow there lasts! The soil is prone to becoming waterlogged during the winter months! And dries out in the summer (but i can obviously water during this time). It faces the sun all day, but is very exposed with no wind protection, and as we live halfway up a hill, it's very windy and open.
Ive tried climbing roses and clematis but they can't cope with the winter boggy ground and die.
Ive tried to improve drainage, to no avail. I need a sturdy climber that grows anywhere as quickly. Plenty of space so I don't mind if it is rampant.
Any ideas?

Oh and a perrenial is preferred for every year growth. Ideally with foliage all year round, but not essential. Thank you
If you want something really rampant there is Mile a Minute vine http://www.sundaygardener.co.uk/fallopia_also_known_as_mile_a_minute_plant.html but it is very fast growing and big.
