If it wasn't for the depth of the bed the OP has, I'd agree with you KT. Since it's only a foot deep, there's not much room left if there's a load of rubble at the bottom!
Also - I've seen what constitutes 'builders' rubble'.....not sure I'd use it anyway
Bricks and stones/small rocks - fine, but be careful of lumps of concrete etc. SandT.
The dropping soil level is certainly a nuisance. It's a question of adding mulches/compost etc, but the soil level of certain plants has to be taken into consideration, to avoid covering the crowns, as mentioned previously.
It's a place where beautiful isn't enough of a word....
