What is this white fungus growing all over my hedge and what's causing it.

More likely a fungus is moving on on dead wood in the hedge, as Mike says, cut it all out.

I agree, that's on the dead wood and probably harmless to any living stems. Good advice, though, to remove the dead stuff, get air circulating properly through the shrub.
