Bulbs are fine going into a cool, dark place until the spring. Bare roots need planting up so that the roots don't dry out. They can be moved when the weather is still cool but the ground is a bit easier to work with, ready to spring into growth.
I've bought poundland buddleia before for a filler. Don't be surprised if it turns out to be a common spirea.
Quick tip:....there are lots of knowlegable folk on the forum Joanna willing to share knowlege, but it can vary from north to south for your climate.
Fairygirl is in Scotland and nutcutlet is down South. Both are very experienced gardeners (IMO) but both working in differing environments.
A bit of info in your profile, or in your post regarding location helps forum members to give the best advice.
PS. You can't always rely on the standard, as it's currently freezing down South and warm up north.

I should have said, I was assuming that, since the bare root plants were cheap, they were also small.
If they're not, then yes - as nut says, they can be planted out unless the ground's frozen, or not ready for planting in yet. I still don't know about the Hibiscus though - someone else will
