White powdery substance!

Hi guys

Clearing up the leaves and would like to know what this white substance is. Never noticed it before but it appears to be at bottom of hedge (and dropped onto leaves) for about half the length of a 30' hedge. New to this gardening business. Is this something to worry about? Do I need to get rid of, and if so, how please?
