Is my Roselle plant dying?
I notice there's a lot of white spots around the plant, are those bugs or part of the plant? should I remove them?

Had to look this one up! Wikipedia says it is native to West Africa and is an annual or perennial plant.
Unless you live in West Africa, or somewhere equally warm, it may well be struggling, which would also tend towards an 'annual' diagnosis. The white spots look like fungus to me, which suggests dead or dying stems. Without any knowledge of the plant at all (!) my gut feeling would be to cut it right back , if possible to a clean stem, and give it the growing conditions it requires, while keeping your fingers crossed
