I think I have a similar issue with an Acer I have. I've posted about this before (though no-one replied) because the trunk was snapped off at a height of about 6 inches. I've planted it just to see what happens.
There are two longer branches that I've kept and pinned to a stick to see if they'll form a new trunk. It grew a fair few leaves and smaller 'branches' but they've all fallen off.
You can see that it both pictures too. Showing quite red in the first and then tied to the green stake in the second picture.
In autumn leaves fall off along with the leaf stalks. In some plants the leaf stalk is very long and may resemble a small twig.
I didn't see the original acer post but 2 things come to mind
1. Don't tie the two new ones too close together, try and arrange them as you would like them to grow, once the wood matures they won't be so bendy. It will be double trunked so make the most of that, don't try and make a single trunk
2, if it's a fancy acer it's probably grafted. Make sure it hasn't broken off below the graft. If you have the correct leaves this year (after the break) it will be OK

It's the same answer as for the Sambusca. It's just winter
